Are there job opportunities for a poultry pathologist in Singapor ?

I am Canadian. I did some research on Singapore and fell in love with your beautiful, well-organized county. will be grateful if anybody could help me with these 2 questions: 1) Are there job opportunities outside government for a veterinary (poultry) pathologist ? 2)Are foreign nationals allowed to work for the government or they have to get their permanent residency/citizenship first? The deadly bird flu is still running in this region and we need volunteers at the front line.
