Can chicken wings cook at 300 F?

I live in a dorm and I never used my oven before. I planned on eating chicken wings tonight and I wanted to pre-heat my oven to 400 but it maxed out at 300 F. It has been at 300 for the past 20 minutes. I then realized the lower element does not work. So I placed the wings on the top grid near the element. Will it cook? Am I going to have to wait an hour or even more before they're done?
