Do federal mandates run counter to the idea that states are important incubators of public policy?

  1. Of course they are. Indeed, the liberal mind despises the split authority nature of the US government. What conservatives refer to as the core genius of federalism (the ability of the states to act like 50 individual policy laboratories to arrive at the best policies), is derided by the left as a 'race to the bottom', because they know that if forced to compete, their preferred policies will lose in a market-like competition. They cannot fathom that this means their policy preferences are flawed, and so instead they defend their egos by claiming that the system is broken and that policies must be implemented uniformly from the top down rather than the bottom up.
